1999 DeVilles used to control turn signals and hazard flashers by means of two separate flasher units placed under the dash board close to the steering column and left kick-panel. In 2000 through 2005 DeVilles and all Sevilles, both the flashers were merged into one unit placed below the dash also near the steering column. For all cars made in 2006 onwards however, a turn signal relay is not employed since their functions are controlled by BCM which generates a positive or negative output voltage in response to left or right turn signal multi function switch respectively. In normal working condition, it produces an audible click while operating. An early model with missing sound of clicking at the flasher unit when either side of its turn signals fail (early models) or a latter mode where one side of the car flashes faster than another on that same side yet fails completely (latest models) may have faulty blinkers. When both turn signals refuse to blink, it could mean a fuse has blown; the switch is broken; there is no flasher unit; or there is no closed connection in between them. If upon inspection of the fuse box you realize that the turn signal fuse has blown out you should search for a short circuit before putting in another one. The left knee bolster should be removed and if necessary, close out panel before disconnecting electrical connectors from (later models turn signal/hazard flasher located under the lest side of the steering column). The spare should be exactly like it. Check for any variations between new piece and old one prior to installation. Reversing of steps applies during installation.

Then, remove the turn signal/hazard flasher/turn signal switch mounting screws and remove the switch. Also, the installation is the reverse of removal.

The 2005 and 2006 models have a combination flasher that is built-in with the hazard flasher switch; it activates the turn signals when the turn signal switch is operated. On the other hand, it will operate all four of them by operating the hazard flasher switch situated between the center vents on the instrument panel. The click can be heard when this unit is working well. The preliminary indication of a defective turn signal bulb could come from one side flashing much faster than normal. However, lack of blinking in both turn signals may suggest different things such as: blown fuse, broken flasher unit, faulty switch or loose/open connection. In case you realize that your turn signal fuse has been blown up after doing some quick check-up in your fuse box, always check for short wires before installing a new fuse. These models use a type of combination flasher unit containing complex internal circuitry which cannot be tested using standard electrical test equipment units. Make sure you test it first before changing over to another known good flasher unit. To take out the flasher/emergency flasher switch remove the center instrument panel trim bezel first. Finally disconnect its electrical connector then release its tabs or undo fasteners as necessary to slide out through front of trim bezel. Then put it back when you are through removing it. For instance, there isn't any turn signal and hazard flasher relay module in any of these vehicles since they were manufactured after year 2007 onwards (inclusive). This is done by a device referred to as an BCM (Body Control Module). When one lamp at an end on one vehicle side flashes more quickly than usual while another at opposite end doesn't light at all; then possibly there's something wrong with those unflashing bulbs themselves simply replace them respectively. If none of these bulbs blink either left or right front rear ones do not worry yourself just get hold of a service dealer where there will be a proper tool for replacing the turn signal & hazard flasher relay within your BCM. The best place to get it replaced is at a dealership or repair facility with the right tools; this job cannot be done at home because the BCM must be programmed utilizing a factory scan tool after being installed.
